“Major Human Trafficking Operation Uncovered at Local Massage Business: Arrests Made in Eagle”

On January 16, 2025, Eagle Police detectives conducted a comprehensive investigation into Head to Toe Massage Therapy, a business located near S. Eagle Rd. and E. Riverside Dr. in Eagle. The investigation revealed evidence of a prostitution operation involving human trafficking, leading to several arrests.

As part of the investigation, detectives identified multiple individuals allegedly connected to illegal activities at the establishment. The following individuals were taken into custody and booked into the Ada County Jail:

David Packham, 68

• Charges:

• Commercial Sexual Activity – Procurement (Felony)

• Interstate Trafficking in Commercial Sexual Activity (Felony)

• Prostitution – Accepting Earnings, Proceeds, or Items of Value from a Prostitute as a Joint Venture (Felony)

• Prostitution – Compelling Another Person to Engage by Holding, Detaining, or Restraining (Felony)

• Prostitution – Maintaining, Controlling, or Supporting a House of Prostitution (Felony)

Xinhui Shi, 61

• Charges:

• Human Sex Trafficking (Felony)

• Commercial Sexual Activity – Procurement (Felony)

• Interstate Trafficking in Commercial Sexual Activity (Felony)

• Prostitution – Accepting Earnings, Proceeds, or Items of Value from a Prostitute as a Joint Venture (Felony)

• Prostitution – Compelling Another Person to Engage by Holding, Detaining, or Restraining (Felony)

• Prostitution – Maintaining, Controlling, or Supporting a House of Prostitution (Felony)

Doris Li, 38

• Charges:

• Prostitution – Maintaining, Controlling, or Supporting a House of Prostitution (Felony)

According to initial findings, investigators uncovered evidence suggesting that illicit massage services were being offered at the business. Authorities are continuing their efforts to determine the full extent of the operation and to identify any additional individuals involved.

A search warrant was also carried out at a residence near Fruitwood Pl. and E. Ranch Dr. in Eagle as part of the investigation.
